About NRQ "speaks"

In Study mode, click on the image (ruleImageView) to allow the Android phone to read the image's applicable rule. Click on the ruleTextView (a verbiage of the NAV rule) to stop the TTS. Click on the ruleImageView again to replay the TTS for the NAV rule. Click on the radio-button to continue studying. A TTS ON/OFF radio button is also added to play or stop the speech.

Changes: An option is added to stop the text-to-speech (TTS) in Study mode. To stop the TTS, after pressing on the imageView, press on the ruleTextView (a verbiage of explaining the rules of the given image). To replay the TTS verbiage, press on the image again.
